Welcome to the project website for the OCP Amendment Application for the Discovery Park Redevelopment. Aplin & Martin Consultants Ltd. (Aplin Martin) is working with the client, NTE Discovery Park Ltd. on the proposed OCP Amendment Application for the properties located at 4200 and 4405 North Island Highway within the northern portion of the City of Campbell River, BC.

what is happening

The subject site is designated as Business & Industrial Service Centre, Rural and Agriculture Land Reserve. NTE Discovery Park Ltd. aims to re-envision these industrial lands and develop the site into a "green ecosystem" industrial centre. This initiative focuses on revitalizing industrial activities and considers integrating complementary uses such as commercial, residential, and recreational facilities to support the creation of a future employment centre. These efforts are intended to contribute to increased job opportunities and economic growth in Campbell River and its surrounding community.

Following the previous Public Information Meeting on June 27, 2024, the project team is hosting a second meeting to discuss the potential land uses and the proposed green hydrogen facility.

Subject Site

The total site area is 497.6 Hectares (1229 Acres). Historically, the primary use of the site was for the Elk Falls Pulp and Paper Mill, which ceased operations in 2009. The former Mill occupied 81.6 Hectares (201.6 Acres) and the remaining area, totaling approximately 412.1 Hectares (1018.3 Acres) is largely undeveloped.
